British Columbia introduced Regulation 449/2004, Schedule 5 in May 2011. Schedule 5 shifted the responsibility for end-of-life management of packaging and printed paper from local governments and their taxpayers to industry and their consumers. As part of this approach, stewards (companies and organizations that supply packaging and printed paper to residential consumers) were required, under the BC Recycling Regulation, to have or be part of an approved stewardship plan to recover packaging and printed paper.
Recycle BC (formerly Multi-Material BC), a non-profit organization, was established in May 2011 to represent industry. Recycle BC developed a stewardship plan that was approved by the BC Ministry of the Environment on April 15, 2013. The Recycle BC program officially started on May 19, 2014, and has a target of achieving 75 per cent recovery rate in a ‘reasonable time’.
The Recycle BC plan is the first fully steward funded residential packaging and printed paper recycling program in Canada.
