British Columbia introduced Regulation 449/2004, Schedule 5 in May 2011. Schedule 5 shifted the responsibility for end-of-life management of packaging and printed paper from local governments and their taxpayers to industry and their consumers. As part of this approach, stewards (companies and organizations that supply packaging and paper product to residential consumers) were required, under the BC Recycling Regulation, to have or be part of an approved stewardship plan to recover packaging and paper product.
Recycle BC (formerly Multi-Material BC), a non-profit organization, was established in May 2011 to represent industry. Recycle BC developed a stewardship plan that was approved by the BC Ministry of the Environment on April 15, 2013. The Recycle BC program officially started on May 19, 2014.
The Recycle BC plan is the first fully steward funded residential packaging and paper product recycling program in Canada.
